Since .38 Super is the same size as 9mm can 9mm dies be used?

Note that .38 Super is a straight walled case, whereas 9mm is a tapered case. So you would be forcing a taper into a case that shouldn't have one. Depending on your gun it might work fine, or it might not.

Since the 9mm Luger is larger in diameter just in front of the extractor groove than the 38 Super, you would not get any sizing action at that point if using 9mm Luger dies for 38 Super cases. It's likely to result in cartridges that would not fully chamber.

You can use all the die except the sizing die. I loaded a few with a 9 mm U while I was waiting on my 38S die to arrive. They shot ok but I don't recommend it.
