cadence questions

So I just got Volume 4 of Matt burkett's videos and at one point he talks about cadence. This is the first time I have heard of it and for the better parts it makes sense. What I don't understand is if I use it in a match I'll be slowing down my splits to match my transitions which would be a slower time over all. How is this better? Or and I supposed to use it in practice in hopes that my overall time will speed up there for bringing my transitions up to speed with my splits? Maybe I don't fully understand? I have really trying to step it up in the last few months and I feel like I need the most work on my transitions, draws and somethings things up(slowing down my feet).
