Amteck ammo

Has anyone ever heard of Amteck 38 special ammo? It has a plastic or polymer casing with an aluminum head. I've never seen it before. Went to the plate range today and empty cases were laying everywhere.
You can't clean the plates unless you hit the first one everytime

Only thing I could find was that they were using the Mississippi Army Amunition plant to do their work. Supposedly they were going to be making ammo for the military but I can't find anything on them after 1998.

They are now called Natec and produce 223 with a polymer case under the brand PCA-Spectrum.
