For multi-gun/3-gun is there a rule regarding placement for AR mags or shotshells? I was considering running a chest rig. Is it legal?

I am aware of no rules regarding how spare shells/magazines are carried. A lot of people use chest rigs for their shotgun shells at USPSA-sanctioned and IMG/Outlaw 3-gun matches. I've seen chest rigs to carry rifle mags too. As most, if not all, of the major matches have their rules posted on the match website, it wouldn't hurt to look at the rules for each match before hand.

I use a Eagle TAC/V1N/U Vest for mine. Comfortable, adjustable and it doesn't interfere with your holster and belt pouches. Will hold any rifle magazine (AR, AUG, AK, FAL, M1A) and the utility pouches on the right are fine for shotgun shells. I have it rigged to grab 3 bundles of 4 rounds in each pouch. Try some plastic inserts to keep them square and fold the flap to keep it open. You can cut them off and set it up for strippers if you want. I've had mine 20 years now and have long since modified it to suit me. I shoot machine guns matches with it as well. Accepts a Camelback very nicely.
Another good one is an Active Shooter chest rig. The Molle compatible types are receptive to shotshell strippers on the front of the pouches or the sides where the attachm,ents are. The models with double mag pouches are more adaptable. Again, they will take most any rifle mag. Links:
