I have looked and looked at the idpa site and I still can't find my rulebook, so does anybody have plans for building this thing, I have an idea for a portable pvc type rig but I really need the dimensions.

Mark is right on the mark.
No plans but on page 35 of the rule book on the IDPA site has the dimensions maybe elsewhere I did not look. Having the rule book in different searchable formats is one of the better features of the site.
