I know what you mean about Topbrass. They don't want my business either. Can't get anyone on the phone to call me back after a week of messages, and can't get them to respond to my emails either.
Last time I bought them in bulk I bought them from a guy by the name of Lee Graves. Don't know if he's still active or not, but you can give him a shout at metalguy@msn.com .
Let me know if you get ahold of him. I might be interested in some 45 ACP and 9mm boxes for long term storage. That's the only contact info I have for him.

It's also an extreme longshot, but you might want to call a company and ask where they get theirs, maybe one of the "smaller" manufactures.

Get only cardboard and be eco friendly...
Styrofoam have a lifespan of more than 5000 years!!!
Same thing for plastic,
But cardboard if not recycled properly have a lifespan of 4 weeks or so.
So if it's for a commercial production, contact a small box factory, give them your specs and you're good.
Something like WWB 223, and more interesting, those box are smaller. And even if I didn't saw any for years, I remember old 38 spl boxes with cardboard tray. Smaller box and fully biodegradable.
On a business side it's mean you will save on :
- production cost : Only one supplier
- shipping cost : Cardboard box are smaller, so more per volume space, usefull for truck shipping
- warehouse cost: Card board box are folded flat until use, so it's mean less space in the warehouse, and space have a cost.

As far as eco anything, burning powder, primers and throwing lead around, prob isnt top of the list..
