Black Creek range near Mechanicsville in central VA hosts an outstanding all steel match the 2nd Saturday of every month. Here is the blog where they post match announcements and scores http://blackcreeksteel.wordpress.com/ It would be worth trying. Other than that I'm not familiar with any other steel matches.

If he/she is in Northern Va you can also try Monocacy Pistol Club in Frederick. Lots of different steel matches including a 5 stage speed steel match every month. Also in early July the PA State SC match in York PA. And this year the Ruger Rimfire WC is in PA in Sept.
The huge Peacemaker National Training Center in WV near Martinsburg will start having a permenantly staged SC range sometime in late 2012 or early 2013. Also the Summit Point Action Shooters, based out of a range at the SP Motorsports Park near Charlestown, WV (near Winchester, VA) will start adding an SC match later this year also in addition to their USPSA pistol and multigun matches.

If he's in Central Va, there's a new club starting up with SC matches near Lynchburg. Red6 Tactical range is running 5 stages (TBA) on the 4th Sat. through Nov, but starting on June 30th for the first one. Address is 6010 Thomas Jefferson Rd, Forest, VA. They are just getting started, so things are a bit up in the air as they learn the game. Prizes, squadding, etc.
They are adding more shooting bays and plan to expand by the end of this year to the full 8 - stage COFs.
